The
application of the Strike committee of
the Businessmen of the Republic of Belarus.
The Decree of the President of the
Republic of Belarus About the single
tax from the personal businessmen and other physical persons who realise
production (goods, work, services) and about separate problems connected with
the indicated activity is ready. In the whole the project of the Decree is
progressive. The project can be read in the bulletins "Businessman"
2-3 (68-69) or at our site in Internet http://employer-L.by.ru
(http://employer.hut.ru/ or http://predprinimatel.by.ru). The slips and obligatory registration
are cancelled, the tempering and incomplete work month are foreseen. The
customs payments on the goods from the third countries are substituted by the
increase of the new rate of the fixed tax in 1, 3 times. Many our requirements have been solved
in this project of the decree. We have found a common language with the
Ministry of business and Customs committee. The ministry of business and investments
seems to " have woken up" and really have begun to work. The work
to prepare the project of the legislative acts which lower in a high degree
the assortment of the goods which are the subject to the obligatory
certification and hygienic registration is realised including this ministry. The only essential remark on this
project of the Decree is the increase of the fixed rates of taxes (in 2-3
times) which have been established before and that is invalid from our point
of view. The tax committee refuses to meet
half-way. So we announced about the
February 28, 2001 (Wednesday) one-day national strike with the main
requirements: 1. To not admit the increase of the
rates of the fixed tax; 2. Dismissing of the chairman of the
State Tax Committee of the Republic of Belarus. A number of our structures will put
forward the local requirements. For example, at the market
"Zhdanovichy" in Minsk one of the additional requirements is the
non-admission of the increase of the cost of the rent payment for trade
places. The

president is so clever why are people so poor?
We
live in the country where the president think that businessmen are enemies of
people. Belarus is the only country in Europe
where such a problem exists. We repeatedly stand for the protection of the
rights, struck, realised meetings. We have achieved something: the fact that
the businessmen still work in but in general it is possible to say
that it is difficult for us to work in Belarus. The businessmen simply
"survive" saying nothing about any development in such conditions.
Last projects of the decrees of the President will deteriorate the situation
and we will appear in more difficult conditions. All these facts convince me
and my supporters that without "policy", without change of the present
mode we shall never solve our problems. People of Belarusare are to elect a
new president this year. We have a chance to change the president, to change
the attitude of the future government to the businessmen, to create normal
civilised conditions for the development of business if we take active part
in the election. The experience of relations with some politicians who are
going to nominate their candidature in the election suggests that we again
can "elect" the president who is against the businessmen. Today
they will make advances before us. They will promise golden mountains as well
as A. Lukashenko did in 1994. They will never decide our problems (the only
exception is M. Chigir but he is too strongly "pressed"). Today
there is a struggle of clans. The old party clans are again engaged in the
re-partition of the authority. Neither workers, nor the businessmen, nor
teacher will receive anything from the replacement of one Bolsheviks by other
Bolsheviks. Outgoing from this I have decided to
nominate the own candidature at the presidential election. I do not exclude
that the elections can be forged at the present electoral legislation as it
was made during the election to the parliament. The objectionable candidates
can be not "registered" as it was in the autumn of 2000. However in
any case we shall use the electoral company to protect the interests of
the businessmen, to protect our right
for existence. We shall convince our deceived people. We are a part of this
people. T he businessmen, colleague I ask you to
support me! You today are a considerable political force, together we can
change Belarus. We shall necessarily make it, we do not have other way out!
Today my allies and I have to bump into the counteraction not only from the
part of the present mode, but also from the part of some members of the
opposition including those with whom we still recently successfully
co-operated. Some businessmen sympathising our movement ask: Why is there no
unity in the businessmens movement?
The today's condition of the businessmens movement mirrors a
condition of the society of Belarus. Our society is cracked and the line of
split sometimes passes on families, between juniors and elders. In some
families of the businessmen when the juniors and elders gather in the kitchen
and begin to discuss the politics the scandal happens when the question about
the attitude of the president to the businessmen is discussed. The father of
one of the women businessmen, a pensioner said: Lukashenko does everything
in a right way! You, speculators, should be pressed! It is no wonder that
even among the businessmen there is no unity in an estimation of a today's
condition of business both in country as a whole and in the businessmens
movement in particular. I want to explain to you my point of view on today's
political and economical situation in Belarus, ratio of political forces,
role of the businessmens movement. To explain what we want. Belarus has entered in 2001, the very
important year, year of election of the president. What will it bring to the citizens of
Belarus? Will A. G. Lukahenko stay at the office
or a new president will be elected? Though for some these problems seem as
something to very far, actually they will touch each citizen of Belarus in
any extent even if he tries to stay away from the policy. The businessmen
will be taught by these problems first of all. Today the government having
found any excuse tries to "withdraw" the citizens from such
thoughts as: What actually takes place in Belarus? Population is constantly
imposed the thought that we live rather poor but "peacefully", that only the present government and
president, understand something in the politics all other are "intrigues".
On the basis of a lot of sayings of the president it is even possible to
compound a small confused dictionary in which the attitude of the present
authority both to the opposition as a whole and to the businessmen in
particular is determined. For example, the term the so-called opposition
means that in Belarus exists a small group of citizens who are dissatisfied
by the authority. The structural opposition is quasi-opposition but it
helps the government to "construct" the authority. Very frequently
both the president and MASS-MEDIA controlled by him frankly deceive people
using the fact that their point of view will not be argued openly. White is called black and on the
contrary, for example, today all stand for the market economy and for
business judging by their words, but in reality. From the words of the
witnesses, in the present parliament of Belarus even the former
"vice-political worker" from the management of the president a
Pashkevich is already for the market economy. If you listen to the government
officials from "plough", they are for business and investments but
only if they are given billions of dollars and they will "invest"
them somewhere. They would like "to distribute" other's money very
much, they would like to "arrange" them, they were taught to it by
the communists for a very long time.
Even in the New Year's congratulation
Alexander Grigorievich said: , we stand for the socially oriented market
economy which will not admit an exfoliation of the society to a material reason.
Think about the words of the president the market economy but everything
will be equal! It is easier to formulate it in such a way - let these
businessmen, lousy fleas invest their money and we shall divide their
profit not to admit an exfoliation of the society to a material reason! The
western investors are not so naive to give their means to divide it between
the officials, they, first of all, closely follow at the investment climate,
and secondly, the major parameter for them is whether a native investors give
money to the state. The officials got used to take away and to divide can not
understand in any way that if a native investor does not give money for the
development of the economics of the Republic of Belarus the foreigners wont
do this also. They do not understand at all that any investor will give means
only in the case if he see an outlook to obtain the profit. Simply, if he can
earn on it. It is necessary to think over how does the government imagine the
problem of business? Give them money, and they will "arrange" it
and command where and how many, what to make, what price should be etc. Such
"market experts" control the state economy. Businessmen just need to establish
reasonable rules of the game to develop the business successfully. What to do
and where to invest means they will define by themselves. If they are
commanded as the collective-farm specialists then it is not a market it is a
collective farm. I n 2000 one of our businessmen having
convinced that in Belarus one will not earn enough money to live worthy even
if you wish decided to leave as "an illegal tourist" for one of the
countries of the West. Having overcome numerous obstacles and having spent
the decent sum of money in the of group of the same "illegal tourists",
at last, he appeared in the airport "of the treasured" country. But
there was one difficulty: they could be returned directly from the airport.
Then they having left the airship raised arms up and cried: Lukashenko! As
it appeared the police of that country were well informed about the situation
in Belarus and all the group, not without problems, but was allowed to stay
at that country. Now our "businessman" covers the roofs of houses.
He has to work hard day and night but he is paid about 800 dollars per one
week. According to our standards he earns decent money saying nothing about
our "poor" businessmen. In a year or two he will return in Belarus
and he will be a worthy man. He is the "real" businessman, he
searches for the path to earn, he aims to earn for the own best future and
for the best future of the son by loss of health, by degrading, by overcoming
a lot of disadvantages. Hi from all of us to him! Good luck to you,
colleague! But questions arise. Why did he have to
leave Belarus to earn money? Why do not hundred thousand our citizens who are
ready to work day and night have the possibility to earn on the worthy
existence? Why are the majority of the youth ready to leave for the West
right now? And what will happen if there is a possibility for everyone to
leave this country? What then will happen with the country? The reason of what is happened is the
only one nobody will work as in the West for pennies and the communist
beliefs of the management of country do not allow to pay money which people
have earned in our state. You see then our society can be stratified to the
material reason and now it represents one layer both drunk men and
hard-working people are equally poor. Poor people are always very well ruled!
May be it was an idea of Alexander Grigorievich: when all are beggars, who
can object? Everything that was "given is good! But we know that in the
upper echelons the authorities "stratified" very much. In a dialogue with one pensioner who is
a real fan of Alexander I asked him: Why does he love Grigorich? He
answered: It is right that Grigorich restricts you because your make profit
at the expense of the people! And where will he take promised 100 dollars of
the salary? I say to him: OK you with Grigorich decided to divide money I
have earned and I am going to earn! And have you asked me whether I agree to
work on you in such conditions? I think that our businessman who works at
the a roof will sent them as far as it is possible if he is attempted to take
earned money away! And thousand countrymen such as he who now live in
different parts of the world think in the same way. There is also another
question we would like to ask the same pensioners - communists: If our president is so clever, why are
people so poor? May be they are poor because the government does not
allow those who want to "work hard" to receive earned money? For
all people to be equal, in poverty! Read the New Year's congratulation of the
president! And this "experiment" over people of Belarus has been
continued for 7 years! It seems that seven years is the good
term to learn something, even a bear is taught to ride a bicycle. Our
president has learned! What? To play the hockey! But was it really necessary
to become the president to achieve this purpose? It appears that the course of a dollar
should be unified! It appears that the course of a dollar can not be
commanded as a dog. It does not understand commands to sit and to lie! And
do we really need so many years to understand this? How many years still does
the president need to learn the elementary laws of economics? How many years
still do the president need to understand what place should belong to Belarus
in Europe? At such rate of training we will need 100 years to invent market
bicycle and to adjust normal partner relations with the majority of
countries but will Belarus survive by then? Businessmen, you feel strong that the
government does all possible to prevent business to be developed. You know
how poor people of Belarus are. Some state - business in Belarus dies. Next
new "innovations" of the government which will even more
deteriorate the situation of the businessmen wait for their turn. I think
that the majority of you understands the necessity to change the course the
country, to change the government. And the changes will necessarily happen,
"abscess" will necessarily burst. The present mode and all vertical
"brought up" by the president will "fail" per one day as
there are objective reasons to this. At first, the state system based on the
mad ideas of one man can not be steady. Secondly, the vertical built by the
president resembles a card house, the basis of it is the personal devotion to
the president. It will be enough if some several nodal cards drop
"out" and everything will
be disorganised. But what will happen then? Who will
change A. G. Lukashenko? There is a danger that Belarus will get out of the frying-pan
into the fire. In the press of the opposition the
question about the nomination of the unified candidate from the opposition is
discussed. Practically they have already nominated "the unified"
candidate from BNF and UCP Semen Nikolaevich Domash whom I know personally.
He is the former head of the Grodno area, party worker in the pure state. In
one of his articles published in the newspaper Exchange of the Information
he told how he supervised well by "sowings" in the region, how
"high" parameters were in the region when he was a head of the
region. However, when at one of seminars with the participation of his former
colleagues he began to tell about his former merits his work-mates were
indignant and one even brought a thick folder with the reports of Semen
Nikolaevich as the evidence that Semen softly speaking deceives people
about the merits. If we imagine that that Semen Nikolaevich will replace
Alexander Grigorievich, the policy of the government concerning the
businessmen will not change. Semen is even more communist than Alexander
Grigorievich, he was "pasted"
communist brains in 1976 at the Higher party school. When he states that he
is for the businessmen it is necessary to remember that Alexander
Grigorievich was also for them. But what was understood by Alexander
Grigorievich as business became clear only later. And what is understood by
the former party head Semen as this word, we can only guess. Of course he has
a definite administrative experience which can be used in the future but we
should not allow such former party secretaries to determine the state
policy. At their communist thinking they in any case will "create"
party comities they just do not know how to work in another way. The
experience Alexander Grigorievich suggests that it is so. Besides Semen as a
matter of fact is the representative of BNF, so if he is elected both language
and interethnic problems will be added to all other problems. I ask to support not only the
businessmen but also all those our citizens who understand that we shall live
well only then when in the country everyone will have an opportunity to work
and to earn whether he is a businessman or a worker. At a present
distribution system a businessman is not allowed to earn and a worker is not
paid! I hope for all our thoughtful citizens who are not indifferent to the
future! The result of our struggle will depend on everyone. I and you have
something to defend, behind us our children are, our Belarus. Our opponents
do not like that the new political force, movement of the businessmen has
appeared in Belarus. Someone tries to crack it and to discredit. The majority of you who regularly reads
our bulletins, knows what we want, we do not make a secret of this. Many of
you have many higher education, in due time studied social sciences and you
can what Alexander Grigorievich has "done" for 7 years of the board.
My supporters and I are trying to change the life of our people to the best,
I am sure that it can be done only according to western model of development.
We are opened for arguing, are ready to listen to other judgements, are ready
to support other ideas which will help people of Belarus to get out from
poverty and authoritarianism as soon as possible. My countrymen we are on the eve of
changes, help us, and you will help yourselves! We stand for independent Belarus! For
freedom! For democracy! For our worthy live! I ask all our ideological supporters to
be included to our struggle. We form our own teams, we begin the preparation
to the election, we need every person, contact with us, come to us. We are
