On the Chinese calendar the 2001 will pass in an atmosphere of the Metallic Snake. The Snake is the symbol of Wisdom, it is
well-known, however todays Snake - Metallic - will be also very active and
persistent. These features should be shown by us in the forthcoming year. In general the Snake is tactful,
patient, witty also plus to that it is an ingenious organiser. But thus it is
very exacting and occasionally would like to command and to impose something
for what it is necessary to prepare. The snake is very important to small
things. Do not forget it laying the table on 31 of December in the evening.
Everything should be in the order. Remember about the snake vanity and
self-love: let celebratory table by all paints resemble the Snake. According
to the Chinese horoscope, the Light corresponds the Snake. So there is an
answer what colour, for example, napkins and cloth on the table should be:
orange, red, yellow. And also green or brown they are also "snake"
colours. You may also put them on. And of course do not forget about white,
you see the Snake Metallic, and Metal is considered white by the Chinese. But
it does not mean that it is impossible to sit down at table, for example, in
blue or pink; let "snake" colour simply are present at your house
and it is for you to decide what you will have at your house: an orange
napkin or yellow ball at the New Years tree. What concerns New Year's menu
here there is the expanse for imagination and ingenuity. The main point is
that you should serve a fish and bird. In any kind - baked, fried, stuffed.
It is desirable to decorate it with greens it is a "snake"
colour. And decorate the table with statuettes of snakes, if, certainly, your
guests are not too impressionable. Otherwise the Snake can be put to the New
Years tree, this place will arrange it too. The New Year's night should be a great
success the Snake adores night life. The morning also promises to be quite
good the time under control of the Snake is just the morning, from nine
till eleven in the morning. And would you like to travel during New year? It
is also a version: a change of places for the Snakes is a vital need if not
an element. It loves new meetings and new places and adores adventures. So
you can choose any part of the world it will attribute your choice
favourably. And in general you may meet this New year in any way, it will
be successful even if you oversleep it, you see the Metallic Snake, in
opinion of the Chinese, is the Snake which sleeps. But if it is possible to raise a glass
of champagne in reality, do not forget that the Chinese title of the Snake is

In
the bath. It is a way of a
holiday for two more or less madly fallen with love. We decorate the bath

authority will increase after that up to the unprecedented sizes not to say
about self-respect. Subsequently you can achieve any successes and even to
become the Nobel winner, but the descendants will remember you as man who
overslept 2001. It will be an act of the individual who has comprehended
inhuman tops of the existentialism. And what fresh you will be in the
morning... The project of the decree of the president, what does it
means for us?
Our opponents can say everything they
want, the fact remains the fact, due to the joint speeches of the
businessmen, in the government they have begun to think how to solve a
problem of small businessmen. It is possible to tell that in the government
"sprouts" of common sense concerning businessmen have appeared. The
project of the decree of the president has appeared: "About the single
tax from the personal businessmen". The author of the decree is the
State Tax Committee (STC). In August 1999 businessmen introduced the project
of the decree to the government in which they decided practically all
problems including, with currency. But unfortunately anybody from the
government did not want to consider it. It was made how it is frequently done
in Belarus, it simply was not noted. What is the reason? One of the officials
said so about it: "If Levonevsky was not an author, it could have been
considered". The essence of the project of the businessmen can be
formulated shortly: "If I have paid taxes, anybody should not check me
up and anything should not be taken away from me, he simply does not have
such a right". More clear it was formulated by one of the businessmen:
"I have paid taxes and you must go to" Instead of the businessmens project in
different offices and organisations other projects were born, but after
numerous co-ordinations and travels on cabinets these projects dropped in
non-existence. But on 15 December, 2000 a final version
of the project (the author is STC) was submitted in the Ministry of business
and investments. 1 point of this decree states: "To enter the single
tax: from the personal businessmen," From the first sight it seems that it is
the thing what we try to achieve, but it is only for the first sight. Judge.
The project of the decree establishes, on the average, the base rates of the
single tax for one month: the minimum rates correspond to a today's level,
maximum - are increased in three times as compared with today's level. The
rates of the single tax should be established by the regional Councils and
Minsk municipal council. Thus, even if the Councils establish the rates on
the average meaning of the base rates of the single tax, it means that the
rates of the single tax will be increased twice as minimum as compared with
the todays level. At present low level of the purchasing
power of the population for a part of businessmen such increase can appear
excessive. According to our calculations about 10 % of businessmen having the
least income will have to finish their activity. They are those who has no
the current assets and takes the goods to realise it, they and today somehow
make both ends meet and for them "Single tax" will be not the best
gift. The point 3.9 of the project of the
decree states: "Personal businessmen , can execute the acceptance of
the cash without usage of the fly-off slips " Further in the project
it is said that a personal businessman is obliged to give the fly-off slip a
buyer as the document verifying the purchase. About it we said and in the
businessmens project of the decree, we have achieved it for a long time. And now let's summarise what we have:
the tax is increased as a minimum twice, but the slips are cancelled. There are questions: 1. Will somebody from the officials have
the right to check up (to count the goods) for a businessman who has paid the
single tax on the new decree? 2. Will any from the officials have the
right to check up the proceeds of a businessman who has paid this single tax? 3. Will the goods be confiscated under
any excuse from a businessman who has paid the single tax? Let's return to point 3.1 of the project
of the decree where it is said that the single tax is entered instead of: - Income tax; - Value added tax except for the tax
paid by personal businessmen on the goods imported to the customs territory
of the Republic of Belarus; - Ecological tax; - Local taxes. As we see in the project of the decree
is not said what should we do with the goods imported by a businessman from
Russia. It seems that we have the unified customs space but on the other
hand there are other documents of the government directed to pay taxes for
"Moscow" goods from the third countries and to pay by the VAT from
these goods. But there the oral reassuring of the new minister of business
and investments exists that the problem on the third countries is closed. In
what degree it is possible to trust his reassuring (we know how fast
ministers can are changed) is a question as they say: We shall see. Thus, at any moment (it is necessary
only to give a command "take", and we have the legal base for this
purpose), only on this point the check by any official from numerous
inspections with the subsequent expropriating of all goods is possible. In point 3.8 of this project it is said:
personal businessmen , are obliged to keep account of the proceeds . it
is said that the registration is conducted in the arbitrary form and not
later than 1 February which follows after the account year. The report on the
size of the annual proceeds is represented to a place where you are
registered in the tax committee. A businessman in any way keeps account
of the proceeds, probably, those who have a good memory keep all numbers in
mind or there is no any sense in the activity. But as it will be written in
the decree, any tax supervisor or employee of militia on the basis of this
point of the decree can demand to show him the proceeds to check with the
subsequent fine sanctions that 1 rouble is spare or that this rouble does not
suffice. What difference, all the same it is "hiding"! so there is
a "trapdoor" for checks again. And if it is, inspectors who wish to
check "up" will always exist, they feel the "smell" of
money. Except for the mentioned rules of the
project of the decree regulating the businessmens activity, there are also
other acts of government, for example, directing to keep account of the goods
in so-called TN1 and TN2. There is a question, if the slips will be cancelled
what for a businessman should write the goods down in TN1 or TN2 moreover
under a copying paper. One of the businessmen asks: For whom do I write a
copy of this way-bill of TN? Everyone remember as the tax committee tried to
take the tax in half of annual proceeds from each businessman and very
intently concern to any kind of innovations in the field of the registration
and reporting. It is necessary to say that today in many regions
"cunning" inspectors on these TN1 and TN2 exhibit the fine
sanctions and confiscate goods. Again it is possible to result words of a
woman businessman who accompanied her emotions on this occasion with
"proof" expressions: Instead of slips they have entered TN and for
it they will increase the tax in 2-3 times, they are benefactors. They
consider us to be fools theirmother! It makes no difference for me, what for
any goat will clue to me: for a slip or for this TN! In the project of the decree there is no
a word about the certification. The normative acts determining the order of
certification and the fine sanctions for breaches of this order were
cancelled by nobody, so only on "certification" it is possible to
confiscate everything even from those who these goods "have
certificated". Concerning the project of the decree at
the 15th- of December the meeting in the Ministry of business and
investments with the participation of the representatives of the tax
committee was held. Unfortunately, at this meeting some representatives of
the businessmen were present who came simply to talk and hindered the
representatives of the strike committee to receive the answer on the
above-mentioned questions. Nevertheless, these questions to the
representatives of the tax committee were asked. Having listened the confused
answers of these officials the representatives of the strike committee came
to the conclusion that the answers of the representatives of STC can not satisfy
businessmen on all questions, so the strike to protect interests of the
businessmen should be held. During this meeting the representative
of the Ministry of business and investments offered to introduce the
proposals to this project of the decree and to present them for consideration
to December 18, 2000 what we have done. The essence of our proposals is that
after the payment of tax a businessman should not be a subject to any checks,
his property and money resources can be confiscated only by the court
decision, if they are acquired in a criminal way. In the beginning of December the
representatives of the strike committee visited Istanbul having been invited
by the Turkish businessmen. Discussing the problems of the businessmen of
Belarus and Turkey the representatives of the strike committee informed the
Turkish businessmen that in Belarus it is impossible to trade for currency,
the gold can not be sold, on any activity the licence is necessary, all
should be counted and certificated, at any moment under any excuse everything
can be selected. The Turkish businessman having listened to all this said:
You know, we had the same situation 25 years ago and now we have the
democracy and we have not such problems. Leaving for Belarus we reasoned:
You see we have lagged behind from the less developed country, Turkey, on 25
years, on how many then have we lagged behind the developed countries? Do
they who have come to the office understand it? It is necessary time to catch
