Dear businessmen.

This number we devote the election in the National Assembly of the Republic of Belarus.

We have already spoken that it is necessary for the businessmen to take the most active part in the election of all levels.

When our representatives are in all structures of the authority then we shall be able to take the direct part in the development and acceptance of the laws in the field of business and taxation. We are going to take part in these election by the united block (businessmen needy, working women, youth) in Grodno. The promotion of the candidates in the deputies begins from 6. 08. 2000. Each candidate need to collect not less than 1000 signatures. Your help is necessary. We put forward the candidates at three districts of Grodno. Till 12.08.2000 the initiative groups of the candidates in the deputies will be formed. The initiative group is people who will help our candidates to collect 1000 signatures for 15 days. Put your name down in groups. Even some signatures can play a main role in the pre-election company. The group should total not less than 10 persons.

Vote for those whom you sympathise.

Since 6. 08. 2000 the formation of local commissions for the election will begin. We want that there were honour and decent people in commissions it is very important. Therefore we hope for your help. Approximately 130 persons (130 sectors in Grodno) are necessary. 15. 10 2000 the commissions will be engaged in calculation of votes. It is very important that there were no falsifications. We will study the members of commissions. You can find the Elective Code of the Republic of Belarus (with changes and additions) at: http://lvspravo.narod.ru/izb/sod.htm. The members of the trade union can get the printed version of this Code on the cost price.

Address to the trade union. In shops there are no the Elective Code with changes and additions yet. It is made, from our point of view, specially, so many citizens can not participate in the election as the candidates in the deputies and members of the elective commissions. Below we publish the "thread" of districts. In each of these districts people whom we support will stand for the election. The list is open and all who want can address to us for help.

Dear businessmen, colleagues!

Many from you know me personally! I should be faced with all problems with which you also deal. As well as you I think what will happen with us tomorrow? What will be, if the people of Belarus become finally impoverished and their buying ability becomes equal to zero? What are our prospects in this country?

The conditions of our work are worse and worse. Some of the businessmen, having convinced in the hopelessness of attempts to earn something in this country, went abroad. The young and able-bodied left this country, the flower of the people of Belarus leave this country. But all can not leave this country? Who then will live in this country? The old men, pensioners and invalids! It is necessary to undertake something!

Due to your speeches in the past actions of the protest the authority were convinced that we all together represent a significant political force and that is why you are not “disturbed”, if it is possible to say so. But wait a little! Such situation is before elections! You for today's authority are as "furuncle" on one place. You cause hostility and constant irritation at today's authority. All people in this state are financially dependent on authority and you are not and be sure that at a convenient case the authority will try to "open" this "furuncle". Anyway, the next attempt "of a re-registration" of the individual businessmen shows that it is not necessary to wait good things.

I address to you to speak about the forthcoming elections in the Parliament of the Republic of Belarus.

Colleagues, our total number in the republic is more 130000! Together with families it is about 500000, but nobody in today's, «all approving» parliament does not represent interests of the businessmen, there no “our” people in the parliament. We were convinced of it during the actions of the protest.

I remind you that the President of the Republic of Belarus A. G. Lukashenko fixed the date of the elections to the Chamber of Representatives of the National Assembly of the Republic of Belarus - October 15, 2000.

As it is known, A. Lukashenko has not executed any of four conditions at which the elections will be considered as legal by the international community (carried out with the observance of all generally acknowledged international norms of democracy). They are:

1.   The changes to the Elective code which make the elective process "transparent" (accessible for the control of the public) are not brought into

2.   There is no access of the opposition political figures to the electronic mass media.

3.   The Chamber of the Representatives is not really allotted to any powers in the process of the law making, except for the "confirmation" of the legislative documents written in the administration of the president.

4.   In the republic the atmosphere of trust is not established. The people vanish, the opposition political figures are exposed to prosecution, the rights of the man are broken everywhere.

Thus, if we do not try to prevent the authority to carry out the elections on its script and even if nobody from you doesn’t go on the elections, the authorities will "vote" for you as it is necessary for them, and will choose themselves.

Some political parties refused to take part in the elections, explaining that the results of such elections will be garbled on 100 %, it actually means the refusal from the struggle.

 We think that in these conditions it is also necessary to try to struggle. Even if during such struggle it is be impossible to get some appreciable result, then during participation in the elective company the obvious facts of falsification and juggling of the results of the elections by the present Belorussian authorities become accessible both to the Belorussian and world public, and this fact will make us doubt in the legitimism of the elected parliament.

Dear businessmen, according to the current legislation our initiative groups collected the signatures to promote the honour and decent citizens of Belarus, not connected with the present authority into the structure of elective commissions. We inform you, that nobody of the candidates, offered by our initiative groups, is included into the structure of elective commissions! Today we know the structure of the district elective commissions, formed by the authorities, they consist of the officials of executive committees, "political workers" of state enterprises, communists and representatives of the Byelorussian Patriotic Union of Young People (BPUYP). Only "their" people! The first stage has shown that though the authorities try «to throw dust in eyes» of a world public and to prove that they carry out honour and democratic elections but their actions speak about the opposite.

It complicates our task. However there is still an opportunity of the control for the elections with the help of the members of the local elective commissions and with the help of the independent observers.

Colleagues, in a near future our initiative groups will carry out petition to promote the candidates in the Chamber of the Representatives of the National Assembly. It is the independent candidates having another opinion about the condition of businesses in the Republic than the present authorities. Render them trust and help, they will assert your interests instead of interests of the corrupted officials. Even if only one of our candidates will get in the parliament, it will be our deputy, he will assert our interests, he will set questions to the government and president from your name. It will be the questions which interest you and not the obliging officials. We are sure, that the authorities will make everything not to register our candidates but nevertheless were guided by the current legislation we shall try to make it honourably and is open.

The businessmen, colleague, we can do much if we are united in our wish to change our state. We have got a little possibility to change something. There were times when our unity and the general participation in the actions of the protest has rescued us from the complete ruin. Now it is a moment when each of you can in certain degree affect your destiny, the destiny of our state, the destiny of business. The authorities will convince you not to be engaged in politics, they want to prove you that only they are«a white bone» and are capable "correctly" to supervise over the country, economy, agriculture, to issue the necessary laws. The life shows the opposite, all that they could do they have already “done”. The result of their activity is vivid, Belarus has appeared in the backgrounds of Europe and people of Belarus drag out a wretched existence.

Colleagues, each of you has the urgent businesses, one celebrates the birth of son, another needs to buy the goods, another has quarrelled with the wife, everything can be understood. But you should also understand that if all of us are eliminated from the decision of our common vital questions, if all of us show indifference to a person who are elected to our parliament, then in our legislative body people who are "elected" by the present authority will get. Then such laws which simply will leave us without a piece of bread can be accepted and it will be late to be indignant. We do not speak that all of you need to leave the trade and to join the pre-election company, we speak that each of you can bring in the contribution within your powers to the common business, you need only desire. Even if you explain to five buyers: for whom it is necessary to vote and why you have already brought in your small contribution. Even if you explain to the neighbours: for whom it is necessary to vote to change something in their life, you will again bring in the contribution within your powers.

Colleagues, among you and your friends are people, whose talent of the organisational work is not claimed. If there is an opportunity and desire, please, join to our common work! Come to us, contact with us, the work will be found to everybody.
