We would like to thank active men of
trade unions of the businessmen as they were not afraid of the terror of
militia. They were threatened with physical violence, imprisonment,
administrative arrest. The militiamen, from the sergeant up to the colonel, drew
up a report on them for the distribution of the trade-union literature, they
were taken offence, but they stood, tempered and are again ready to work, to
protect the rights of the businessmen, to struggle for the democracy in the
Republic of Belarus. Practically, all active men of the strike committee and
trade unions of the businessmen were undergone to reprisals and various
influences from the part of those who are at the authority. Neither the
judicial reprisals, nor terror of the authorities can stop us. The talks, as
we expect, have not begun and, probably, will not begin. Three times we
addressed into the government and to A. Lukashenko with the offer to begin
talks, but they (government and A. Lukashenko) are hidden in their studies.
The patience ours is not permanent and consequently we begin the new actions
of the protest: meetings, demonstrations, one-day strikes. The authority
acted on the standard circuit. They gave us "small bone" as if it
is a cancellation of the VAT and "moratorium" on retaliatory and
confiscation measure, created the visibility of the talks with the pocket
trade union "Sadruzhnosts" and "bought" a pair of our
former supporters: Andrusthenko from Baranovichy, Shevchenko from
Novopolotsk. Who is more terrible - the traitors, regenerators or stickers? I
do not know. But they do harm to us and it is truth. The talks was not begun
because of them. For them it is a pleasure to drink vodka with the minister,
to join hands with an official. It is a pleasure for them Beside to be photographed
with the minister – they will sell native mother, not speaking about us. For
the treachery of our interests the authority permit the “rogues” from the
trade unions to speak on TV, in the state MASS-MEDIAS and to visit their. If
I doubted earlier who stands behind the murder of A. Pechersky (the leader of
the trade union "Sadruzhnosts"), now all doubts are dispelled. A.
Pechersky was tried to intimidate and to buy. But they their plans were
ruined. Then he was killed. And he was not only robbed (he had a large sum of
money with him), but obedient women were put instead of him. Why were they
put? Because there was no the election on the lawful bases of the present
leaders of the trade union "Sadruzhnosts" after the death of A.
Pecherskyt. (It is proved by the words of the members of this trade union).
The leaders of the trade union, probably, was elected by those who stood
behind this crime. All subsequent events: failure of strikes, work with the
authority, slander, schismatic people - all this convinces me in this version
of the death of our colleague. All of you remember, how Katya Naymovich and
Maya Sinaiskaya, the present leaders of the trade union
"Sadruzhnosts", had the problems with the trade places at the
market and law-enforcement bodies. Now they have not these problems. About
two years ago A. Sazonov (a minister) offered for two hours to me to betray
your interests to become the personal friend of A. Lukashenko, to open all
doors in any studies and to communicate with all officials. If I refused to
help I would be undergone to. But we shall return to our "heroes".
I am sure, that Katya and Maya got the same "tempting" offers. And
they chose the first variant of the offers. I chose the second. After that my
property was confiscated, there were numerous attempts to institute
proceedings against me, the searches of a house and at office were carried
out, the computer equipment was withdrawn, my children repeatedly were
detained by the employees of militia, 13 days I have spent "on day"
with men who no the constant place to live, I was undergone to tortures and
lawlessness etc. Well and what? It is better to live as an honour decent man
than to go against the principles. By the way, there is one more way of
recruitment - "work" with the businessmen who are under a
investigation. To find examples it is not necessary to go so far. In Grodno
there is our "hot" former supporter. But against him the
proceedings instituted for the small repeated administrative crimes. Now he
is "manual". He actively works to pull down the trade union and
writes denunciations. While he works with the authority, his case will not be
transferred into the court. I know, such offers come through to many
businessmen. The majority of the businessmen prefer to choose the dock than
the treachery. But, unfortunately, there are exceptions. For the authorities
it is very favourable to create the visibility of the talks. But all of you
should understand one thing – there is nobody to rob there. You, the
businessmen, have still property at the homes. The state will never make the
competitive production with the present leaders. So the unique way for the
existence of such state is a redistribution. The redistribution occurs at the
expense of the confiscation of property from the businessmen at the formal
and far-fetched attributes. Belarus is a unique country in Europe where there
is a wide trade network to realise the confiscated goods. For you to know:
the registration of a public organisation, a private enterprise or a
businessman in the civilised countries occupies no more than 10 minutes -
have submitted the application and work! And what happens at US? The
cancellation of VAT and "moratorium" on the sanction are
half-measures. And the confiscations and fines continue. The talks are not
begun till the present moment. So in the Republic of Belarus we begin to
prepare meetings and demonstrations, one-day actions of the protest, action
of civil disobedience. We shall be compelled to deduce people on streets! Foto: 3.04.2000 in Minsk according to
the decision of the all-Belorussian meeting of the businessman’s structures
and organisations, the constituent congress of the republican trade union of
the businessmen and persons working on hiring is to take place. This day it
is planned to carry out the meeting to protect the economic rights of the
businessmen. All chiefs of the trade-union structures and organisations
should to give up to 25.03.2000 the lists of the delegates at the constituent

from the protocol of all-Belorussian meeting of the chiefs of the
businessman’s structures and organisations from 17.02.2000
They listened to Vladimir Kozhykh who
informed about the results of meetings with Syvakov, the minister of MIA of
RB. The minister informed, that he will achieve change of the legislation in
the field of business personally and finishing it in a principle: has paid
the taxes - and any checks, fines, coupons etc. Syvakov spoke with the sharp
indignation concerning the attraction to the criminal liability for small
repeated administrative crimes. He also proposed that all materials about the
breach of the rights of the businessmen and attraction them to the criminal
liability to be sent to him personally. V. Levonevsky spoke, he paid
attention of the meeting that it is impossible to replace the talks with
meetings. He also said that UBB wrote two official letters to the Government
and ministries with the request to begin the official talks. However the
answer is not got till now in essence. It was decided: 1.1. To approve the
initiative of Syvakov the minister of MIA, who pledged himself to announce
the moratorium on the confiscation of the goods at the businessmen, on
imposing the fines on the businessmen, on attraction to the criminal
liability for the small repeated "crimes" and other retaliatory and
confiscation measures. 1.2. To accept the offers of Syvakov about the
creation of the councils of the market in the Republic of Belarus from the
representatives of the Republican strike committee (the Free Trade union of
the Businessmen), administration of the market and employees of MIA. In this
connection to oblige the chiefs of the appropriate trade unions to give the
representatives in this councils. The responsible persons for to fulfil this
decision are the representatives of the strike committee from regions. 1.3.
To develop the form of the Certificate on the breaches of the legislation by
the employees of militia and other supervising bodies. To develop the instruction
on drawing up of this certificates. 1.4. To tell about the meeting with the
Minister of MIA up to a wide circle of the businessmen. To nominate a
responsible man on this question – V. Kozhykh. 1.5. To demand from the
government to begin the real official talks on the problems of the
development of business with the purpose to conclude the appropriate
agreement. 1.6. To pay attention of the government and chiefs of the
ministries, that the talks from the businessmen can be conducted only by people
authorised by UBB, by this meeting and meeting from 31.01.2000 (which was
held in Minsk). 1.7. To form a working group to work with the government
which will consist from11 men. The chiefs of UBB in the regions should be
given one representative in a working group on, in Minsk - three (3) men.
This meeting should be chosen two (2) men (the reserve). They voted
"for" – unanimously. Continuation in following numbers. Dear businessmen! As the
republican structure of the businessmen has been created, the central office
opens in Minsk. The general expenses for the modest conditions of an office:
the computer, furniture, legal base, fax, copier - are 3.000 dollars, plus
the rent of a room-1200 per one year, plus the service of the lawyer-200
dollars per one month, plus the work of the secretary-100-150 dollars per one
month. If we can finance the central office, then we can more productively
struggle for our rights. We have today an opportunity to organise a quite
good republican structure. If each of you give only 1$(880 roubles) to
organise this business we shall have both office and the lawyer. If no, we
shall farther drug out modest existence at the expense of the Grodno
businessmen. Talk with the neighbours, it is necessary to help to collect
money, temporary calm is not eternal. The report on the expenditure of money
resources will be given at the congress. Today, having a room we can use the
services of a lawyer and secretary in Minsk. Seminars
2. 03. 2000 in Minsk a seminar took
place. This seminar was organised by the International Financial Corporation.
More than four hundred participants from state structures,
"verticals" and private business compared their experience in the
sphere of business and small privatisation. Very much reprimands were
addressed to the ministry of business and investments. Unfortunately, A.
Sazonov, the chief of this ministry, evaded from the participation in this
seminar. He, in general, recently tries to avoid meetings and discussions
with the representatives of small and average business. The representative of
the government of Moscow told to us about the conditions of work of the
businessmen in Moscow. We can only dream about these conditions. It was
possible to make a conclusion from the speeches of our nearest neighbours from
Ukraine and the Baltic countries that Belarus lagged behind the neighbours in
the field of development of the business. May be, after that seminar the
