From 1. 02. 2000 till 1. 03. 2000 the
strike of the businessmen will take place
31.01.2000 in Minsk the meeting took place. The feature of
this meeting is that it is the first meeting of the businessmen without the
participation of political parties. One more feature of this meeting is that
more participants than it was attested took part in the meeting (1.000 men
was attested, 3.000- 6.000 men came accrding to different sources). The
meeting was organised by the businessmen of the Republic of Belarus, the Free
Trade union Belorussky and the Belorussian organisation of the working women.
If we take into account very bad weather conditions and the circumstance that
the meeting took place on Monday (it is a working day) and at 13.00 (working
hours), such quantity of the people at the meeting speaks about a lot of
things. Nobody of the invited representatives of the authority (A.
Lukashenko, ministers etc.) took part in the meeting. They were frightened.
It is clear that the new economic and political force (political parties did
not participate in this meeting) is born. Those who made speeches at the
meeting pointed out the marked extortionate policy of the state in relation
to the businessmen and citizens. At the meeting Michail Chigir was called
upon to speak. In addition to the resolution the businessmen accepted the
decision about the month’s strike and about the realisation of the following
meeting in 1,5 months. Those who participated demanded to add two points
about the genocide of A. Lukashenko against people of Belarus and about the
resignation of A. Lukashenko to the project. At the meeting the
representatives from those who were present for the talks with the
authorities were elected. The resolution was accepted unanimously. Even the
employees of the militia who took part in the meeting did not vote
"against". At the end of meeting the balls, sweets and pens were

square) the meeting to protect the economic and other rights of the citizens
will be held at 13.00. The sanction to organise the meeting was given by the
Minsk municipal executive committee (#3-150 from 19.01.2000). We invite you
to participate in this meeting. Taking into account that there will be a lot
of men who would like to make a speech at the meeting from you part, we
decided to give 5 minutes to everybody, to the President - 15 minutes, to the
Chairman of the Council of Ministers – 10 minutes, the list can be
co-ordinated with us (no more than 10 men). The meeting will be spent at the
participation of the businessmen of the Republic of Belarus, the Free Trade
union Belorussky and the Belorussian Organisation of the Working Women.
Meeting is especially peaceful. You should not afraid of anything. The
request to A. Lukashenko is to prepare the report about the pre-election
promises of 1994 (wages and pensions by 1996 are not lower than the world
ones, free-of-charge higher education etc.). The request to all the rest
mentioned in the telegram who are going to make speech is to prepare the
brief report about the work of their departments and ministries for the past
5 years and to tell to us about the nearest expected achievement in the field
of economy, observance of social guarantees, rights of the man etc this year.
The earnest entreaty to the force ministers and chiefs of illegal special
formations is to remove the outside supervision from the active workers who
are preparing this meeting not to create the provocations, not to arrests and

31.01.2000. THE RESOLUTIONWe, the Businessmen of the Republic of
Belarus think that the policy of the state concerning the development of
business and people in the whole is frankly hostile. The state has turned
into the huge machine which robs the citizens. The numerous controllers - parasites,
confused Decrees, Edicts, Laws, huge penalties and sanctions destroy the
national economy, crippled destinies of people, lead the nation to the
extinction and poverty. If before coming of the President of the Republic of
Belarus the maximal administrative fine imposed on the citizens was 10
minimal wages in the exclusive cases, now this size is increased up to 300
minimal wages. The real wages of people decreased twice, the death-rate
increased, the birth rate sharply decreased for the years of governing of A.
Lukashenko. The women are afraid to give birth to a child as they do not know
how to support themselves and their future children. The situation of the
businessmen and citizens is worsened every day. The corruption has got
unprecedented scope. The licenses, certificates, permitting system to be
engaged in this or that activity, tens of agreements on a simple question are
an ideal ground for the corruption and bribery. A. Lukashenko today has created a
system, at which each citizen can be selected all property without the court
and investigation to the formal far-fetched attributes. These actions of A.
Lukashenko and the Government are regarded by us as the state crime. We
consider that:
3. To cancel the wide
interpretation of a concept «the hidden income» 4. To permit to sell
at the markets the goods having certificates or other documents of other
countries confirming quality and safety of the goods or without these
certificates with a mark «The goods is not certificated in RB» 5. To cancel Decrees
of A. Lukashenko #14 and #40, as they contradict to the Constitution of the
Republic of Belarus. 6. To announce an
interdiction on the gratuitous confiscation of the property at the citizens to
the formal and far-fetched attributes. The personal (private) property should
be inviolable. 7. To develop and to
ratify the typical contract to rent trade places together with the Free Trade
union Belorussky. 8. To dismiss A.
Sazonov the minister of Business and investments and N. Demchuk the Chairman
of the State Tax Committee (STC of RB) in connection with the complete
service discrepancy. 9. To accept the
Decree offered by the Free trade Union Belorussky 10. To begin the real
talk with the specially authorised people of the strike committee of the
businessmen of the Republic of Belarus and the Free trade union Belorussky. 11. Not to accept the
legislative and normative acts in the field of business and taxation of the
citizens (including businessmen without the formation of the juridical
person) without the co-ordination with the specially authorised
representatives of the Free Trade unions and the strike committee of the
businessmen of the Republic of Belarus 12. To ensure the
access of the representatives of Free trade unions to the public funds of the
mass media 13. To increase the
minimal wages and pension up to 80 dollars of the USA, grant to children up
to 40 dollars of the USA. It was accepted the unanimously The

1-2 February, 2000 more than 90 thousand
businessmen stroke. The main feature of this action is that circumstance that
the strike is supported by the businessmen who sell products. The organisers
of the strike think that the strike goes on very successfully. As well as in
the September (1999) strike the interests of the businessmen are resisted by
A. Lukashenko, by the government, ministry of business, special services and
the state trade union of the businessmen "Sadruznosts". However
geography of the strike has considerably extpanded. All regional centres and
Minsk joined the strike. The strike-breakers - sellers, according to the
information of the independent sources, are the knockers, the businessmen
working on the structures of the authorities and the employees of the force
ministries dressed up in other clothe. Many from the put tasks have already
fulfilled by the strike committee of the Republic of Belarus, namely: 1) With each strike numbers of the
striking businessmen are increased. Our numbers get stronger. All “rubbish”
and "fellow travellers" are eliminated. 2) 31.01.2000 the excellent meeting in
Minsk is spent. The authority will be afraid "to touch" the
businessmen in the nearest future. 3) About our problems all country has
heard, the authorities have begun to recognise the mistakes. 4) The VAT for the businessmen,
probably, will be cancelled (as in Russia) 5) A. Lukashenko promised within one
week "to fill up" the Republic of Belarus with the cheap (in two -
three times more cheaply than it now is at the markets) goods. For what the
military-transport aircraft will be used (!!!). Now all businessmen and
citizens wait cheap and goods of high quality "from Lukashenko" As
to terms of the strike under the decision of the strike committee of the businessmen
from 16.12.99 and the Meeting from 31.01.2000 the strikes lasts one month.
This decision can be reconsidered only by the strike committee (which will be
held 15.02.2000) and if the productive dialogue with authorities take place.
As to the application of the Belorussian TV that we have some trade unions of
the businessmen, it is the truth. Only densities of all trade unions of the
businessmen taken together in comparison with the Free Trade union of the

stop strike?
Dear businessmen. For the majority of
you the strike is the losses, "nerves", sleepless night,
"trouble". A lot of sellers have question: " On what means
shall we live?". We have begun the strike not from good life. The
authorities by the Innovations in the legislative acts have raised the
question about the existence of the businessmen. If you have not begun to
strike, you would have been selected the property. If you have not begun to
strike, anybody would have liked to listen to you! Now the authorities begin
to move. In all public mass media there is a great “working up” of the
population and businessmen to stop strike. At any cost to stop the actions of
the protest! They use all possible means: lies, provocations, payoff, threats
of arrests, blackmail. Everything is done at the highest state level. A.
Lukashenko himself declares: "What for do they bristle?! I shall bring
the cheap goods from Turkey!". It is said that all questions have
already solved. It is not true! The law was cancelled by nobody! A. Sazonov
asserts: "the VAT will be cancelled". Demchuk asserts: "the
VAT will be, but minimal". What does it mean minimal? About what does he
speaks? If we now begin to work, we agree that the VAT and huge fines, the
confiscation of the goods and criminal cases for small "offences"
will exist. All this remains! What have we achieved? From us “the skin will
be removed”, but not all at once, in parts! If we now stop the strike, the
authority will not want to talk and to be considered with us. We can begin to
work under the condition: -the cancellation of the VAT for the
businessmen who pay the rates of the fixed tax; -the cancellation of the huge fines for
the imaginary offences; -the cancellation of the confiscation of
the goods, if in the court it is not proved, that it is acquired in a
criminal way; -the cancellation of the criminal
prosecution for the small offences in the trade; -the beginning of the real talks with
the representatives of the free trade union of the businessmen. Until these
conditions are not executed, the strike committee can not accept the decision
about the discontinuance of the strike. It is a business of conscience of
each businessman to listen to or whether or not to listen to the opinion of
the strike committee! We are for the dialogue, but not for such which the
authority want with Maya and Katya. For us it all the same, as if Sazonov, a
minister carried on the dialogue with two cleaners of his study! You see none
of the parts represents anybody and solves anything. We arefor open
discussion of our problems, instead of such when the vice-minister of the
business from the screen of the TV set tries to mislead all businessmen. In "Soviet
Belorussia" for 2.02.2000 Dmitry KRAYAT declared that I stir up people.
I said: "Each of you has a good head on your shoulders to think how to
act. But if we do not unit our efforts, all of us simply will be
destroyed!" |
