The appeal to the deputies of the State Duma of Russian Federation.
Dear sirs, the members of the parliament, the events which took place on 17. 10. in Minsk and their explanation in the in the public mass media of Belarus make us address directly to you to propose you our point of view on the events which take place in Belarus.
As a matter of fact the political changes of the state structure of Belarus which were done during last years can be qualified as coup d'etat which had already been done. In Belarus there is no division of the power into independent branches: executive, legislative and executive, all entirety of the authority is in the arms of one man – A. Lukashenko. The members of the Parliament of Belarus are as a matter of fact elected and assigned by the executive authority. The courts completely depend on the executive authority, the judges are assigned and are removed by the solutions of the Ministry of Justice. Electoral commissions are completely controlled by the officials, the spring’s elections to local government bodies showed that the real number of the voters who visited polling sites was only some percents at boycott of the election by the voters, at the same time electoral commissions everywhere reported the 90 % of the voters visited polling sites. The state mass media are also personally controlled by A. Lukashenko, the access of members of the opposition to the radio and TV is closed. In Belarus the law enforcement bodies are given such power that the breach of the rights of a man has turn into the norm, it is useless to complain about the wrongful acts of the workers of law enforcement bodies. A. Lukashenko has given himself the right to issue the legislative acts (decrees), now A. Lukashenko in Belarus as a matter of fact is not controlled by anybody. The half-budget of the republic is in his personal fund, at any moment he can on the fabricated charge to arrest everybody or simply physically to eliminate (Vinnikova, Zakharenko, Gonchar and others).
The political and economical model of the development in Belarus in accuracy corresponds to the Stalin model of the state structure which anywhere in the world did not prove its positive sides.
Now Belarus resembles large backward collective farm, all problems are attempted to be decided by “the chairman”, however there are no any results and Belarus steadily goes to full economical crash, the level of life of the majority of the population are decreased, the complaint of all people grows, the social detonating becomes inevitable, the question is only about time when it will happen.
After 21. 07. 1999 A. Lukashenko as a matter of fact is a “impostor” illegally retaining the power, term of his authorities has finished so the agreements which are signed by A. Lukashenko are illegal and can not be recognised by world community.
The state mass media of Belarus showed the events of 17. 10. and thus underlined that the meeting from the very beginning had the anti-Russian nature. All this is lie. At the meeting the outrage on the Russian flag really took place but according to our opinion this provocation was arranged by special services of Belarus to compromise the Belorussian opposition in the eyes of a Russian spectator. Belarus today is 85 % people who speak Russian, the majority of the population of Belarus considers: “There in Russia our brothers and sister are”. Nobody can even speak about any confrontation, however we are against the agreement about the united states the initiator of which is A. Lukashenko. First of all his authority was finished, for the majority of people from Belarus he is nobody, in the second if he manage to transfer the model of the state structure of Belarus on Russia, the majority of you, members of the State Duma of Russia will appear in camps of Siberia, in the third, if it managed to receive access to “the nuclear push button”, it can be a horror for all people in the world. The desire of A. Lukashenko to join Russia is explained by one reason: having disorganised the economics of the republic, having made a lot of crimes, he will try to avoid to be punished for these deeds and he will try “to hide” in Russia. A. Lukashenko can allow the union with Russia only in the case if he is on “the Russian throne ”. The negotiating process about the union with Russia is trade by the sovereignty of Belarus (the process of “engaging” have already lasted some years), the sense of this trade is that he will try to receive new economical injections from Russia and hope to prolong the agony of the personal authority having led the republic up to bankruptcy,. The government of Belarus has nothing to pay for the energy deliverable from Russia, as a matter of fact by such charitable deliveries Russia funds a criminal mode of A. Lukashenko, funds the revival of the Stalin formation in Belarus, funds his adventurous economical model “of a large collective farm”.
Dear sirs, we address to you to get support. Do not trust “gebels’s” propagation of A. Lukashenko, it is the a very dangerous man both for us and for you!
Do not become the hostages of his personal ambitions! His purpose is to get dictatorial authorities in the united state, if he managed to do this, all of us will have new of “Stalin”, it will be by our common trouble.
